The EMPOWER Care Act funds money Follows the Person (MFP) for five years.  It also improves MFP by reducing how long someone must be in a nursing home or before becoming eligible to transition — from 90 days to 60. (The longer someone remains in a nursing home or other institution, the harder it can be for them to transition out.) The bill also enhances the reporting and accountability of MFP funding and requires the federal government to identify and share the most effective state strategies for transitioning beneficiaries from institutional to qualified community settings.  On June 19, 2019, the House passed H.R. passed H.R. 3253, the Empowering Beneficiaries, Ensuring Access and Strengthening Accountability Act, which funds the Money Follows the Person program through Fiscal Year 2023.  We now need the Senate to Act!

Time is running out.  Congress passed stop-gap funding for the program in January 2019, but those funds will run out in September 2019.  Call your Member of Congress and ask that they co-sponsor and vote to pass the EMPOWER Care Act and H.R. 3253!

I am calling to express my concern about the expiration of the Money Follow the Person (MFP) program.

MFP has enabled over 90,000 older adults and people with disabilities living in institutions to transition back to their communities.  MFP is fiscally responsible: it has improved the quality of live for thousands of individuals while saving states money. Congress passed stop-gap funding for the program in January 2019, but those funds will run out in September 2019.

I am asking [Senator’s Name] to cosponsor and support the EMPOWER Care Act (S. 548) and H.R. 3253 passed by the House and reauthorize Money Follows the Person Program
